A District of Innovation (DOI) is a concept passed by the 84th Legislative Session in House Bill 1842 that gives traditional independent school districts unique educational opportunities by allowing most of the flexibilities available to Texas’ open enrollment charter schools. To access these flexibilities, a school district must adopt an innovation plan, as set forth in Texas Education Code Chapter 12A.
The MISD Board adopted the district’s first DOI plan on March 27, 2017, effective June 1, 2017, to support the district's Strategic Plan. The plan may have a term of up to five years. However, in keeping with Millsap ISD’s philosophy of best practices, the plan was reviewed in March of 2018. On February 26, 2018 the Board approved the 2018 DOI Committee, and the DOI meeting was held on March 22, 2018 at which the committee unanimously voted in favor of the draft. The draft plan was posted on March 23, 2018 to begin the 30-day comment period. On April 26, 2018, the District Educational Improvement Committee (DEIC) held a public meeting to consider and vote on the updated local innovation plan and unanimously approved it. The MISD Board of Trustees adopted the updated DOI plan on May 21, 2018.
